Taking actions against Environmental Crime

“All illegal acts that directly harm the environment”, the accepted definition for

Environmental crime, makes it clear that actions causing damage to the environment are often

not simply morally wrong but are actually criminal acts.

Not all harm to the environment is seen to be criminal. However criminal activities include:

illegal logging, trade in wildlife, trade in ozone depleting substances, river degradation,

hazardous waste dumping, unregulated fishing, etc.

Environmental Crime is a new topic for Kosovo. Not because it did not exist, but because

it was not treated as a priority. By the end of the year 2011, OSCE Mission in Kosovo/

Department for Security and Public Safety (DSPS), through its Organized Crime Advisory

Section, raised awareness with a one day Seminar on Environmental Crime. Following

recommendations taken from the seminar, and with the good will and support of the Ministry

of Environment and Spatial Planning, Kosovo Agency for Environmental Protection and

Ministry of Internal Affairs, Kosovo Police established the Environmental Crime Unit in

October 2012. To continue with its support, DSPS delivered 3 day training on Investigating

Environmental Crime for police officers, Judges and Prosecutors in December 2012.

 

The environment is a huge topic requiring analysis from a variety of experts. The main

problems in Kosovo according to experts I have met are as follows:

1. There is no information with clear figure on levels of pollution (earth, water and air),

2. When it comes to legislation, Kosovo is well covered by a plethora of laws. The

essence of problem is that some of the laws are not fit for Kosovo and many are

lacking effective mechanisms for implementation.

3. Victims of the pollution are not always aware of being exposed to dangerous

substances and are not reporting environmental crime to the police and this is the

reason why there is a need for coordination of efforts and activities among all

institutions involved in tackling this critical issue.

An effective and efficient public awareness on identifying environmental crime, the harm that

it causes and to the overall environment is required within Kosovo.

We would also like to organize this year our monthly OeKG meetings with interesting speakers (the speakers don't ask for any fee, but OeKG at least pays their consumption bill). With the OeKG membership fee we also cover the fee for your membership with the  WELTBUND, who offers many interesting things such as "Ermäßigung bei Austrian Airlines", "Unfallversicherung in Österreich" "Pannenhife durch den ARBÖ", "Spezial Angebote von AVIS - Autovermietung", etc.  and you will receive 4 times a year the magazine: Rot Weiss Rot (cost of one magazine EUR 3 x 4 =EUR12) - to be picked up either at our OeKG Meetings or at the Austrian Embassy.
