Western Balkans in the EU process - PERCEPTIONIn “Koha Ditore” there were few illustrations from Jeton Mikullovci which depict Western Balkans countries and their view on EU and vice versa. - EU seen as a big cleaning/re-polishing machine- WB countries shabby and in need of deep restructuring and re-polishingPictures do say a thousand words!!!

Western Balkans membership stages

- EU Accession (Croatia 2013)- Negotiations on the accession (Turkey)- Commission Opinion – avis (Montenegro, Serbia, Macedonia)- Application for membership (Albania)- Implementation of the SAA (Bosnia and Herzegovina)- SAA Conclusion / Interim agreement-SAA Negotiations-Feasibility Study- Stabilization Association Political Dialogue ( Kosovo)

Kosovo in the EU process -challenges

External/EU factors:Status issue remains the key impedimentIt is included informally through ‘ legal hybrids’ e.g. Tracking mechanism for Stabilization Association, Stabilization Association Political Dialogue

Internal factors:Partial progress on EU reformsLimited administrative capacityManagement and coordination of EU assistance= Gallup poll 2010- Balkan monitor: Kosovo the most optimistic + pro-EU
